Monitor keeps saying power saving mode. help!

When the monitor does not detect a video signal it shuts down with the "power saving mode" message. I would check these things:
1. the video cable - is it plugged in at both ends
2. the video card (if you have one) -
3. the motherboard (if it has on-board video)
