You must not mess around with the registry.
The registry does not contain folders nor files but values and keys.
What is it that changed to a different date?

Restoring to a previous date will only bring back your operating system to the state as it was on that date. It should not erase any data such as Word, Excel, images but it will delete all the changes you may have made to the operating system.
So I don't know what you mean by: So a number of folders I'd had are no longer accessible.

When I start up, normally, I have complete access to anything and everything in my computer. For example, I want to use photoshop to edit my work. I'm able to open both photoshop and the image. Currently, the image is hidden and I cannot access photoshop either.
In RegEdit it lists COMPUTER

-HKEY_CLASSES_ROOT
- *
-OpenWithList
Under OpenWithList is She'll and SHELLEX
And everything that once was accessible is under the * line

Do not tamper with the registry or you may alter your system

Let's say a folder was created on 2.13.15. The date was rolled back to 2.13.13.
So a number of folders I'd had are no longer accessible. I read a log file that had changed a number of aspects on the computer, which was why I'd initially planned on restoring to a previous date. Would that undo what was done? It'd been changed a last week, Tuesday. Wanted to restore it to Sunday.
