Yes it is still trying to load but my educated guess is that there is a problem with the site you are trying to reach.

First, I suggest you do not write in capital letters. In a forum, it is a convention : capital letters mean that you are yelling, it is offensive and aggressive.
What is your browser ?
What is your operating system ?
Give me an example of a site you are trying to reach (url)
Where is the red question mark situated ?
What is your antivirus software ?

Sorry about the capitals but I am very old with diabetes and it's really hard for me to see anything but capitals, but I will try..
my browser is google chrome
my operating system is: gateway intel pentium(R) D CPU 2.80 GHZ 3.25 GB of ram
179.1 GB FREE SPACE OF 232.9 GB
Red marks are gone now and not coming back!
anti-virus is VIPRE which I use all the time
malwarebytes for checking malware every 3 days.
Trying to reach WWW.CNN.COM/
Red mark was in top where it usually shows the website i am trying to reach
it is now back on this site here, shows red circle with white question mark inside it.

OKAY FOR THE CAPITALS
THE CNN SITE IS OKAY.
IF YOU PLACE YOUR MOUSE POINTER ON THE RED QUESTION MARK OR CLICK ON IT, DO YOU GET A MESSAGE?
