Blank menus on my taskbar and control settings

I have all my icons showing on the taskbar, but when my clock went missing, I right clicked to see the task bar and it is all blank. When I went to task manager, it had icons but nothing else - also blank.
Every menu right clicked on the taskbar comes up,, but is ALL BLACK, NO WORDS. SAME ON TASK MANAGER. Double clicking did NOT solve the problem.
Please provide step by step instructions that a Non-Techy can follow.
Also, how did this happen? Did someone hack this just to cause trouble or did something occur on my Windows 10 without outside action?

Hello,
The solution for this should be relatively simple:
1. Open Task manager (press Ctrl - Alt - Delete simultaneously)
2. Click Process tab
3. Find Explorer.exe (or explorer.exe)
4. Terminate it. (ignore warning)
5. Click Applications tab
6. Then New Task.
7. Type explorer.exe and press enter
