Toshiba laptop won't start, power light on

Hello,

Toshiba laptop: will not power up, on/off switch has no effect. However the light on the power switch stays on, will not go off. Depressing power switch has no effect on the light and no effect at all. Does not even begin or 'try' to power up. I am suspecting something in the on/off circuitry.

Any help is certainly appreciated!
