Hi Nakedk,
I would recommend you to open the Task Manager and open the processes tab. End the explorer.exe process. Click on File ? New Task and write explorer.exe in the line. Click OK. Is there any change? I would recommend you to search your video card's manufacturer's web page for some driver updates.
