Launch the Control Panel from the Power User Menu
Open the
Power User menu by right-clicking on
Start:
Select
Control Panel from the list:
Open the Control Panel with the Search Box
Type
Control Panel in the
Search box, and press
Enter:
You can pin the Control Panel to the Start menu for easier access. To do so, right-click on the
Control Panel icon, then click
Pin to Start:
The Control Panel will now appear in the Start menu.
Open the Control Panel with the Run Command

Create a Desktop Shortcut to the Control Panel
From Windows 10 Settings
Click
Start >
Settings >
Personalization >
Themes >
Related Settings >
Desktop icon settings:
Tick the
Control Panel checkbox, and click
Apply >
OK:
Close the
Desktop Icon Settings window.
From the Desktop
Right-click on the desktop, and select
New >
Shortcut. Copy and paste the following line in the
Type the location of the item field:
%windir%\system32\control.exe
Click
Next to move to the next screen:
Rename the new shortcut
Control Panel, and click
Finish.
